Permits newspapers to provide email notifications when new legal notices are published and posted online, available at no charge with signup on the newspaper's legal notices webpage.

Establishes that errors in online notice publication are harmless error if the government entity also publishes the notice on its own website, and allows compliance if the government entity publishes on its website even if newspaper publication is delayed.
