Extends the term of office for the mayor of Columbia from two years to four years, with terms beginning at the first regular meeting in December following election.

Establishes four-year staggered terms for Columbia's board of aldermen, with Seats 1, 2, and 3 elected in odd-numbered years beginning in 2017, and Seats 4 and 5 elected in odd-numbered years beginning in 2019.

Changes Columbia's municipal elections to the first Tuesday after the first Monday in November, beginning in 2017, with mayoral elections held quadrennially separate from aldermen elections.

Ratifies all previous elections and actions of Columbia's board of aldermen since January 1, 1977, notwithstanding any irregularities.

Authorizes the Town of Hope Mills to take immediate possession of real property condemned for recreational purposes related to Hope Mills Lake and dam projects, effective through July 1, 2019.
