Allows formation of professional engineering corporations under Chapter 89C by nonlicensed persons, removing requirements that incorporators be licensed.

Permits nonlicensed incorporators, officers, directors, and employees to own stock in professional engineering corporations, provided licensed professionals comply with Chapter 89C requirements.

Requires professional engineering corporations to notify the appropriate licensing board when transferring shares to nonlicensed persons, including transferee name, address, and number of shares.

Exempts foreign professional engineering corporations from the requirement that at least one director and one officer be a licensee of the appropriate licensing board.

Effective July 1, 2015.
