Ratifies the Equal Rights Amendment (ERA) to the U.S. Constitution, which prohibits denial or abridgement of equal rights under law based on sex.

Implements Section 1 of the ERA stating "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex."

Grants Congress power to enforce the amendment through appropriate legislation and establishes the amendment takes effect two years after ratification.

Requires the Governor to forward certified copies of the ratification to the Administrator of General Services in Washington, D.C., and to the President of the Senate and Speaker of the House of Representatives.

Becomes effective upon becoming law.
