Establishes procedures for the Senate Select Committee on UNC Board of Governors to nominate and elect eight members to four-year terms on the Board of Governors of The University of North Carolina.

Requires candidate nominations to be submitted in writing to the Senate Principal Clerk between March 4-6, 2015 at 5:00 P.M., with each candidate also filing a Statement of Economic Interest with the State Ethics Commission by the same deadline.

Directs the Senate Committee to screen nominees for qualifications and conduct voting to ensure the slate contains no more than twice the number of candidates as available seats.

Specifies that Senate balloting must occur no later than March 18, 2015, with candidates requiring a majority of votes from members present and voting to be elected, and runoff procedures established if fewer than eight nominees achieve majority votes.

Declares that elected members shall be notified to the Secretary of the Board of Governors by the Senate Committee Chair, with the resolution effective upon adoption.
