Summary of S.B. 15

• Establishes quarterly and annual reporting requirements for the Division of Employment Security on unemployment insurance program integrity, fraud prevention, and data analytics efforts beginning October 1, 2015.

• Increases job contact requirement for actively seeking work from two to five contacts per week for unemployment benefits eligibility, effective January 1, 2016.

• Creates a Board of Review with three Governor-appointed members (subject to General Assembly confirmation) serving staggered four-year terms to hear appeals of Division decisions, replacing previous appointment structure.

• Changes benefit duration calculation to depend solely on seasonal adjusted statewide unemployment rate with maximum of 20 weeks, eliminating the minimum week requirement structure.

• Modifies employer contribution rates by changing the calculation date from July 31 to June 30 and shifts benefit charges from annual to quarterly allocation, effective January 3, 2016.
