Revises and consolidates the charter of the Town of Mount Gilead, North Carolina, establishing a council-manager form of government with a mayor and four-member board of commissioners.

Mayor elected for two-year terms; two commissioners elected quadrennially for four-year terms with staggered expiration dates (two positions in odd-numbered years starting 2015, two in 2017).

Establishes recall election procedures requiring a petition signed by at least 25% of registered voters, with recall election held 60-100 days after petition certification and removal upon majority affirmative vote.

Grants the town authority to assess abutting property owners for 50% of costs for street and sidewalk improvements without requiring a petition, subject to project limitations and specific findings of fact by the board.

Repeals eight previous acts dating from 1899-1967 that were consolidated into this charter; effective upon ratification on September 2, 2015.
