Requires the Division of Adult Correction to assist inmates within six months of release in applying for social security cards, driver's licenses, learner's permits, special identification cards, and birth certificates.

Waives all fees for driver's licenses, duplicate driver's licenses, learner's permits, and special identification cards obtained by state prison inmates prior to release with Division assistance.

Waives all fees for certified birth certificates obtained by inmates born in North Carolina prior to release with Division assistance; assists out-of-state born inmates in applying for birth certificates from their birth state.

Requires the Division to assist inmates in acquiring necessary records and documentation needed to obtain these identification documents.

Becomes effective July 1, 2015.
