Increases the Wake County Board of Commissioners from its current size to nine members effective the first Monday in December 2016.

Three members elected in 2016 from former Districts 4, 5, and 6 shall serve two-year terms and run at-large countywide.

Beginning in 2016, two members shall reside and run in lettered districts established by the Wake County Board of Education, serving four-year terms.

Beginning in 2018, seven of the nine members shall reside and run in numbered districts established by the Wake County Board of Education, serving four-year terms.

Prohibits any structural changes to the Wake County Board of Commissioners under state law prior to the return of the 2020 Census.
