Ratifies the Equal Rights Amendment (ERA) to the U.S. Constitution, which states that equality of rights under the law shall not be denied or abridged by the United States or any state on account of sex.

Directs the Governor to send certified copies of the ratification to the Administrator of General Services in Washington, D.C., and to the President of the Senate and Speaker of the House of Representatives of Congress.

Addresses the time limit argument by citing the precedent of the 27th Amendment (ratified 203 years after proposal) and the 1978 Congressional time extension for the ERA, arguing that time limits in resolving clauses can be disregarded if not part of the amendment itself.

Notes that 35 states have already ratified the ERA and that the U.S. Supreme Court's Coleman v. Miller decision recognizes Congress's authority to determine the validity of state ratifications occurring after a time limit.

Takes effect upon becoming law.
