Removes the cap on the number of turnpike projects the turnpike authority may study, plan, develop, and undertake preliminary design work on.

Increases the cap on turnpike projects the authority may design, establish, purchase, construct, operate, and maintain from nine to eleven projects.

Designates the various segments of the Triangle Expressway project (N.C. 540, Triangle Parkway, and Western Wake Freeway in Wake and Durham Counties) as one project instead of three separate projects.

Maintains existing conditions for turnpike project selection, including ranking requirements, comprehensive transportation plan inclusion, and approval requirements for toll projects by Metropolitan Planning Organizations and Rural Transportation Planning Organizations.
