Appropriates General Fund, State Highway Fund, and State Highway Trust Fund resources for state departments, institutions, and agencies for the fiscal biennium ending June 30, 2017.

Establishes that appropriations represent maximum amounts necessary to provide services, with any unused funds reverting to the appropriate fund at the end of each fiscal year.

Authorizes federal block grant appropriations for DHHS and NER programs for the fiscal year ending June 30, 2016.

Incorporates the State Budget Act (Chapter 143C of the General Statutes) by reference and applies its provisions to this appropriations legislation.

Specifies that most textual provisions apply only to the 2015-2017 fiscal biennium, except for statutory changes intended to have longer-term effects.
