Designates usage contracts between the North Carolina state ports authority and carriers as exempt from public records disclosure under G.S. 132-1.

Defines "usage contract" to include contracts containing terms and conditions for terminal services related to maritime activities, such as dockage, wharfage, cargo handling, storage, ro-ro service, transportation drayage, and other port services.

Becomes effective upon enactment into law.
