Establishes a legal framework for ancillary anti-theft protection programs and warranties on motor vehicles, defining them as devices or systems designed to prevent theft (such as alarm systems, GPS trackers, and steering locks) along with warranties covering incidental costs if theft occurs.

Excludes ancillary anti-theft protection program warranties from insurance regulation under North Carolina General Statutes Chapter 58, treating them as warranties rather than insurance contracts when offered by manufacturers, distributors, or sellers.

Clarifies that employer-provided mileage reimbursement and incidental maintenance for employee personal vehicles used for business purposes are not motor vehicle service agreements or insurance contracts.

Expands the definition of motor vehicle service agreements to include tire/wheel repair from road hazards, paintless dent removal, windshield repair or replacement, and replacement of lost or stolen keys or key fobs.

Becomes effective October 1, 2015.
