Eliminates the annual safety inspection requirement for motor vehicles registered in North Carolina, effective October 1, 2015.

Retains and modifies the emissions inspection program by removing references to combined safety and emissions inspections, allowing emissions inspections to be performed independently.

Reduces inspection fees for emissions inspections from $23.75 to $9.13, with electronic authorization fees changing from $6.25 to $7.27.

Redirects fee revenue previously allocated to Volunteer Rescue/EMS and Rescue Squad Workers' Relief Funds from inspection fees to a new $1.00 registration fee on all passenger and commercial vehicles.

Requires the Division of Motor Vehicles to develop a management improvement plan for the emissions inspection program and directs the Fiscal Research Division to conduct a fiscal review of the program by May 1, 2016.
