Amends G.S. 97-19.1 to clarify workers' compensation status for truck drivers in interstate and intrastate carrier industries by replacing "licensed by governmental motor vehicle regulatory agency" with "for a motor carrier as defined in G.S. 20-4.01(21b)."

Allows principal contractors and motor carriers to avoid liability for independent contractor injuries if the contractor owns or leases the vehicle, personally operates it or hires operators, and carries an occupational accident policy.

Creates option for motor carriers and independent contractors to mutually agree in writing that the contractor and employees be covered under the motor carrier's workers' compensation insurance, deeming them employees for compensation purposes only while maintaining independent contractor status otherwise.

Defines "occupational accident insurance" to include temporary total disability benefits, permanent disability benefits, medical expense coverage, and death benefits, which may be issued directly to independent contractors or as a master policy through the motor carrier.

Requires any occupational accident or workers' compensation policy to be purchased from an insurance company with an AM Best "A" rating.
