Makes base budget appropriations for state departments, institutions, and agencies for the 2015-2017 fiscal biennium from the General Fund, Highway Fund, and Highway Trust Fund.

Appropriates federal block grant funds for the Department of Health and Human Services (DHHS) and other agencies for the fiscal year ending June 30, 2016.

Incorporates by reference all provisions of the State Budget Act (Chapter 143C of the General Statutes) and requires any savings from appropriations to revert to the appropriate fund at the end of each fiscal year.

Specifies that textual provisions of the act apply only to funds and activities during the 2015-2017 fiscal biennium, except for statutory changes intended to have longer-term effects.

Becomes effective upon passage unless otherwise specified in individual provisions.
