Allows county and city governing boards to adopt ordinances permitting public notices to be published electronically instead of or in addition to traditional newspaper publication.

Requires electronic notices to be posted on the governing board's website no later than the statutory deadline, with links on the main page and maintained for at least one year.

Mandates that governing boards publish instructions for accessing electronic notices at least monthly for 12 months in a newspaper, and maintain a separate notice book indexed for public inspection.

Permits notice requests to be submitted in writing to receive notices by mail or email, with the board allowed to require annual renewal of requests.

Becomes effective October 1, 2015, and does not supersede requirements for mailed notices to specific persons or property posting requirements.
