Authorizes the Town of Caswell Beach to take immediate possession of property condemned for a public services facility upon filing a complaint and making a deposit, without waiting for final condemnation proceedings.

Adds Caswell Beach to the list of North Carolina coastal municipalities and counties authorized to exercise "quick take" eminent domain for specified public purposes.

Applies specifically to property acquisitions for a public services facility where a fire department and other emergency services providers will be located.

Modifies G.S. 40A-42(a)(2) to include Caswell Beach among localities eligible for expedited property condemnation and immediate possession rights.

Effective upon enactment as a local bill applying only to the Town of Caswell Beach.
