Repeals G.S. 160A-58.1(b)(4), removing certain restrictions on satellite annexations for the Town of Franklin and the City of Archdale.

Adds the Town of Franklin to the list of municipalities exempt from the 10% satellite corporate limits restriction under G.S. 160A-58.1(b)(5).

Removes a 41,817.60 square feet property (Lot 2 of Lover's Leap Properties) from the corporate limits of the Town of Murphy, effective June 30, 2015.

Preserves the Town of Murphy's ability to collect or foreclose on any outstanding ad valorem tax liens or special assessments on the removed property as if it remained within corporate limits.
