Requires state agencies and political subdivisions to handle U.S. and North Carolina flags in accordance with the federal Flag Code, including respectful display, storage, and disposal.

Establishes the Division of Veterans Affairs as the clearinghouse for disposal of worn, tattered, or damaged flags, with a flag retirement program accepting flags from citizens at offices, Veterans Homes, and Veterans Cemeteries.

Prohibits permanent removal of monuments, memorials, and historic objects commemorating North Carolina events, persons, or military service from public property; allows only temporary relocation (within 90 days) or permanent relocation to equally prominent sites for preservation or construction purposes.

Transfers previous editions of the State Constitution and amendments from the Secretary of State to the Department of Cultural Resources for preservation in the State Archives.

Directs the Department of Cultural Resources to arrange public displays and programs in 2016 commemorating the 240th anniversary of the Declaration of Independence signing and North Carolina's first Constitution ratification.
