Allows the Secretary of Environment and Natural Resources, Secretary of Commerce, and Lieutenant Governor to designate representatives to serve on the Energy Policy Council instead of serving personally.

Adds automatic removal of Council members who fail to attend three successive meetings without just cause, as determined by the remaining Council members.

Grants the Governor power to remove Council members for misfeasance, malfeasance, or nonfeasance under G.S. 143B-13 of the Executive Organization Act of 1973.

Maintains the Energy Policy Council's composition of 13 members, including three Cabinet-level officials (or designees) and ten public members appointed by the Governor.
