Allows local boards of education in Anson, Richmond, Rowan, Scotland, and Stanly counties to set their own school opening and closing dates without state restrictions.

Removes the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these five counties.

Eliminates the "good cause" waiver provision that previously allowed limited flexibility only when schools had been closed eight days per year during four of the last ten years due to weather or emergencies.

Requires that all first semester examinations must be completed before winter break, regardless of the school calendar adopted.

Effective beginning with the 2015-2016 school year.
