Prohibits counties, cities, and other local governments from adopting or enforcing ordinances that ban ownership or possession of five or fewer bee hives.

Requires the Department of Agriculture and Consumer Services to study strategies for increasing pollinator habitat on farmland, including willingness of farms to plant pollinator-friendly vegetation and availability of department funding.

Directs the Department of Agriculture and Consumer Services to study ways to increase pollinator habitat on Department of Transportation rights-of-way, other state properties, and aboveground utility easements, with input from relevant agencies and utilities.

Requires examination of whether pollinator-friendly vegetation should be required on easements granted on state-owned lands as a condition of the easement grant.

Mandates the Department of Agriculture and Consumer Services submit study results and recommendations to the Environmental Review Commission by March 1, 2016.
