Allows qualifying local boards of education in Madison, Mitchell, and Yancey counties to limit makeup instructional time for school closures due to inclement weather, natural disasters, facility damage, or state of emergency to the average number of days or hours made up over the previous five years.

Amends G.S. 115C-84.2(a) to add exception permitting schools to cap makeup time at the five-year average rather than making up all lost instructional time.

Amends G.S. 115C-218.85(a)(1) to apply the same five-year average makeup cap to schools required to provide a minimum of 185 days or 1,025 hours of instruction annually.

Applies only to Madison, Mitchell, and Yancey County school administrative units.

Effective immediately upon enactment and applies beginning with the 2015-2016 school year.
