Requires campaign finance report treasurers to file electronically if cumulative totals exceed $5,000 for statewide office candidates, state/district/county/precinct party committees affecting statewide contests, or political committees making contributions to statewide candidates.

Removes the "statewide" office requirement, expanding electronic filing to candidates for all offices (not just statewide) when contributions, expenditures, or loans exceed $5,000.

Requires all other political committees to file electronically if totals exceed $10,000.

Mandates the State Board of Elections provide free software for required electronic filings.

Requires all electronically filed reports to be posted on the State Board of Elections website.

Takes effect January 1, 2017 for elections held on or after that date.
