Allows qualifying local school boards to limit makeup days/hours for closures due to inclement weather, natural disasters, facility damage, or state emergencies to the average number made up over the previous five years.

Amends G.S. 115C-84.2(a) to add new subdivision (1b) establishing maximum makeup requirements based on historical five-year averages.

Modifies G.S. 115C-218.85(a)(1) to permit schools closed for qualifying reasons to make up a maximum of the five-year average instead of requiring full makeup of all missed instructional time.

Applies exclusively to Alleghany, Ashe, Avery, Caldwell, and Watauga County school administrative units.

Effective upon enactment beginning with the 2015-2016 school year.
