Authorizes the City of Raleigh to donate retired service animals (horses, dogs, or other animals) used by the police department or other city agencies to the officer or employee who had custody and control of the animal during its service.

Applies the same donation authority to all municipalities in Mecklenburg County when service animals are deemed no longer fit for public service.

Allows the City of Raleigh to sell personal uniforms and equipment (excluding weapons) to public safety employees upon their separation from employment at prices and terms established by City Council resolution.

Effective upon enactment.
