Waives the 12-month residency requirement and provides in-state tuition rates to veterans who receive federal educational benefits under 38 U.S.C. Chapter 30 (Montgomery G.I. Bill) or Chapter 33 (Post-9/11 Educational Assistance), provided they enroll within three years of discharge and establish North Carolina residency.

Extends in-state tuition eligibility to spouses and dependent relatives of qualifying veterans who receive transferred federal educational benefits, subject to the same enrollment timeline and residency requirements.

Allows veterans who do not qualify for the specified federal educational benefits to receive in-state tuition if they enroll within three years of discharge, had their last permanent duty station in North Carolina, establish North Carolina residency, and provide a letter of intent to establish residence.

Permits eligible veterans, spouses, and dependents to maintain in-state tuition status as long as they remain continuously enrolled at the same institution of higher education.

Becomes effective July 1, 2015, and applies to all qualifying individuals enrolling in North Carolina institutions of higher education for academic terms beginning on or after that date.
