Amends the Charter of the City of Durham to authorize the Planning Commission to hold public hearings on initial zoning applications for property subject to voluntary annexation petitions prior to passage of an annexation ordinance.

Authorizes the City Council to give notice of and hold public hearings for initial zoning of voluntary annexation petition property before an annexation ordinance is passed.

Requires that the City Council's initial zoning votes on voluntary annexation petition property occur only after an annexation ordinance has been passed.

Maintains that all zoning regulations and boundaries become effective only on the date the area is actually annexed to the City, simultaneously with the annexation.

Takes effect upon becoming law.
