Removes restrictions on school opening and closing dates for eight specific North Carolina county school systems (Bertie, Chowan, Edgecombe, Hertford, Martin, Northampton, Tyrrell, and Washington).

Eliminates the requirement that school opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11.

Removes the provision allowing the State Board of Education to waive opening date requirements based on "good cause" (eight school closures in four of the last ten years).

Eliminates the exemption that previously allowed certain modified calendar schools designated in 2003-2004 to operate outside standard opening and closing dates.

Effective beginning with the 2015-2016 school year, allowing local boards in the affected counties greater flexibility in setting their school calendars.
