Allows state agencies and educational institutions to opt out of receiving copies of appellate division reports by notifying the Administrative Office of the Courts in writing.

Permits clerks of superior court and other custodians to transfer unnecessary acts of the General Assembly and appellate division reports to the State Surplus Property Agency for disposition.

Requires clerks of superior court to report to the Administrative Office of the Courts persons granted dismissals upon completion of conditional discharge under specified statutes to help courts evaluate defendant eligibility.

Clarifies that courts may order supervised probation for any conditional discharge or deferred prosecution agreement and removes reference to specific statutes limiting this authority.

Repeals outdated reporting requirements including G.S. 148-32.1(c) on duplicative clerk reporting and G.S. 7A-110 on reporting attorney information to the Secretary of State; transfers responsibility for adjusting medical malpractice noneconomic damages limits from the Administrative Office of the Courts to the General Assembly.
