Removes the requirement for local school administrative units to develop personal education plans for students identified as at-risk of academic failure.

Eliminates the requirement to notify parents about personal education plans and removes language requiring parent inclusion in plan implementation and review.

Removes reference to personal education plans from the good cause exemption documentation for student retention and from parent notification requirements regarding reading proficiency.

Maintains existing requirements for local school administrative units to identify at-risk students early and provide focused instructional supports, reading interventions, tutoring, and other evidence-based services free of charge.

Takes effect upon becoming law.
