Adds the word "public" to describe three members appointed to the North Carolina Longitudinal Data System Board by the General Assembly upon recommendation of the President Pro Tempore of the Senate and the Speaker of the House of Representatives.

Removes requirements that members of the Senate and House of Representatives serve on the Domestic Violence Commission, reducing legislative representation by two seats.

Increases public member representation on the Domestic Violence Commission from one to two members appointed by the General Assembly upon recommendation of the Speaker of the House of Representatives.

Establishes that no member of the General Assembly may serve on the North Carolina Longitudinal Data System Board or the Domestic Violence Commission.

Effective upon becoming law.
