Establishes an independent redistricting commission effective January 1, 2030, to prepare redistricting plans for state Senate and House districts after each decennial census instead of the General Assembly.

Commission consists of nine members: two appointed by the Chief Justice, three by the Governor, two by legislative party leaders in the House and Senate, and two by minority party leaders in each chamber.

Commission must present three redistricting plans to the General Assembly, which has 120 days to enact one; if none is enacted, the Commission adopts one of its three plans with force of law.

Prohibits Commission from considering political affiliation, voting data from previous elections, incumbent locations, or non-Census demographic data when preparing plans; requires 45 days of public comment before submission to General Assembly.

Amendment requires voter approval at the November 2016 general election and takes effect only if approved; implementing legislation becomes effective January 1, 2028.
