Extends reemployment rights protections to members of National Guard units from other states, in addition to North Carolina National Guard members, when called to state duty by a governor.

Prohibits employers from discriminating against or retaliating against National Guard members (from any state) based on their membership, service, or obligation to serve, in hiring, retention, promotion, or other employment benefits.

Applies the non-discrimination protections to members called into active duty by the President, a state Governor, or other competent authority.

Requires the Commissioner of Labor to enforce these protections according to existing labor law procedures and regulations.

Becomes effective October 1, 2015, applying to employment decisions made on or after that date.
