Requires the State Auditor to conduct annual financial audits of six principal State departments: Health and Human Services, Public Instruction, Public Safety, Revenue, State Treasurer, and Transportation.

Requires the State Auditor to conduct financial audits of all other State departments and agencies once every two years (biennially).

Authorizes the State Auditor to charge and collect actual costs of required audit work from each State department and agency being audited.

Specifies that financial audit formats shall be determined through consultation with the Office of the State Controller.

Becomes effective January 1, 2016.
