Reduces the vote requirement for zoning map amendments when a qualified protest is filed from three-fourths to two-thirds of all city council members.

Increases the threshold for a protest petition to qualify from 5% to 15% of property owners in a 100-foot buffer zone extending along the entire boundary of each rezoned area.

Maintains the alternative 20% threshold based on owners of property included in the proposed zoning change.

Removes language that excluded vacant council positions and excused members from supermajority vote calculations.

Effective upon enactment.
