Requires all e-liquid containers sold in North Carolina to use child-resistant packaging designed to be difficult for children under five years old to open while remaining usable by adults.

Mandates that e-liquid containers containing nicotine include labeling stating the product contains nicotine.

Establishes Class A1 misdemeanor penalties for violations of the child-resistant packaging requirement and nicotine labeling requirement.

Creates civil liability for persons, firms, or corporations that violate the law, allowing injured parties to sue for damages.

Takes effect December 1, 2015, and applies to offenses committed on or after that date.
