Authorizes counties with populations over 350,000 to adopt ordinances providing compensation to individuals asexualized or sterilized by the county without informed consent.

Defines "qualified recipients" as individuals found to have been asexualized or sterilized without their informed consent or that of their parent or guardian, with all compensation claims required by December 31, 2019.

Requires county ordinances to become effective by July 1, 2018, and allows either the Industrial Commission or the county to handle claims determinations, with unfavorable decisions subject to appeal to superior court.

Compensation payments are excluded from income and asset calculations for public assistance eligibility and protected from Medicaid recovery claims under state law.

Prohibits compensation funds from being used to pay attorneys' fees at the county determination or appeal level unless counsel receives North Carolina State Bar approval that the fee arrangement is reasonable.
