Amends the Pharmacy Practice Act to authorize pharmacists to dispense early refills of topical ophthalmic products (eye drops) without obtaining new prescriber authorization.

Permits filling or refilling eye drop prescriptions at 70% of the predicted number of days of use if authorized refills remain available.

Allows pharmacists to fill prescriptions earlier than 70% of predicted days of use for patients with difficulty using eye drops, provided the prescriber authorizes this arrangement.

Maintains existing prohibitions on refilling PRN (as needed) prescriptions more than one year after issuance unless prescriber specifies otherwise.

Effective date: October 1, 2015.
