Authorizes the Joint Legislative Committee on Local Government to study the procedure for incorporating municipalities, including the adequacy of current procedures under Part 2 of Article 20 of Chapter 120 of the General Statutes.

Allows the Committee to designate the Municipal Incorporations Subcommittee to conduct the study and grants it all powers under G.S. 120-19.1 through G.S. 120-19.4.

Permits the Committee to meet as called by cochairs, meet in the Legislative Building or Legislative Office Building, and contract for professional, clerical, or consultant services.

Provides that the Legislative Services Commission shall assign professional staff and House and Senate Directors of Legislative Assistants shall assign clerical staff to the Committee, with clerical expenses borne by the Committee.

Requires an interim report of findings and recommendations to the 2016 Regular Session and a final report to the 2017 Regular Session of the General Assembly.
