Expands North Carolina's "move over" law to include vehicles collecting refuse, solid waste, or recycling materials.

Requires drivers approaching parked or standing waste/recycling collection vehicles displaying warning lights to either change lanes or slow down and maintain safe speed until passing the vehicle.

Defines "public service vehicle" to now include waste and recycling collection vehicles, in addition to emergency vehicles, utility service vehicles, and highway maintenance vehicles.

Violation of the move over requirement constitutes negligence per se.

Becomes effective October 1, 2015 for offenses committed on or after that date.
