Amends Article 20 of Chapter 136 of the General Statutes by adding G.S. 136-276 to classify usage contracts between the State Ports Authority and carriers as non-public records.

Defines "usage contract" as agreements containing terms and conditions for terminal services related to maritime activities, including dockage, wharfage, cargo handling, storage, ro-ro service, transportation drayage, and other miscellaneous port services.

Exempts usage contracts from the public records definition in G.S. 132-1, preventing public access to these agreements.

Effective upon passage into law on June 30, 2015.
