Repeals G.S. 160A-385(a) and G.S. 160A-386, eliminating the qualified protest petition process for municipal zoning ordinance amendments.

Removes the requirement for local governments to notify landowners of zoning classification actions and the associated protest petition procedures.

Removes protest petition requirements from zoning regulations at the Butner Reservation while maintaining the Secretary's obligation to provide the mayor with 14 days' advance written notice of proposed zoning changes.

Repeals any local act authority in municipal charters or laws that authorize submission, review, or action upon zoning protest petitions.

Effective July 1, 2015, applies to zoning ordinance changes adopted on or after that date.
