Establishes a Maternal Mortality Review Committee within the Department of Health and Human Services to review maternal deaths and develop recommendations to prevent future maternal mortality.

Committee consists of nine multidisciplinary members appointed by the Secretary, serving without compensation but eligible for travel reimbursement.

Committee duties include identifying maternal death cases, reviewing medical records, contacting family members, consulting experts, determining preventability, and disseminating aggregated findings to policymakers and health care providers.

Health care providers, facilities, and pharmacies must provide reasonable access to relevant medical records; participants are protected from civil liability and criminal or disciplinary action for good faith record provision.

All committee proceedings, records, interviews, and opinions are confidential and not subject to open records laws, subpoena, or discovery in civil or criminal proceedings; effective December 1, 2015.
