Allows lessors to charge tenants for water and sewer services based on metered consumption or submetered hot water usage, subject to Commission approval and rate limitations.

Modifies zoning amendment procedures to allow simultaneous amendments to comprehensive plans when a zoning amendment is inconsistent with adopted plans, and clarifies subdivision exemptions for inheritance-related property divisions.

Consolidates numerous environmental and agency reporting requirements to reduce reporting frequency (from quarterly to annual or biennial) and directs multiple reports to be submitted as single combined reports to relevant commissions.
