Clarifies that logo signs identifying fuel, gas, food, lodging, camping, and attraction facilities may be placed within the right-of-way of fully and partially controlled-access highways.

Transfers administration of the logo sign program to the Transportation Mobility and Safety Division of the Department of Transportation, including receiving requests for program information.

Requires business owners wishing to display logos on signs to provide logos meeting Department specifications and pay a fee set by the Board of Transportation.

Establishes that fees shall cover initial sign costs, installation, maintenance, and administrative expenses of the logo sign program.

Directs the Department of Transportation to adopt temporary rules to implement the act.
