Eliminates the authority of the Board of Transportation to establish or collect tolls on North Carolina ferry routes, effective July 1, 2015.

Requires the Department of Transportation to cease collecting ferry tolls immediately and refund any prepaid tolls or commuter passes received after the effective date.

Establishes a Ferry Capital Improvement Account in the Highway Fund to receive net receipts from ferry concessions, sponsorships, and advertising, plus unencumbered balances from Ferry Division appropriations.

Appropriates $5,000,000 in recurring Highway Fund money annually to the Ferry Capital Improvement Account for ferry vessel replacement and facility improvements.

Modifies confidentiality protections for ferry user information to apply to user fees rather than tolls, and excludes Ferry Capital Improvement Account funds from lapsing provisions in G.S. 136-44.2(f1)(2)a.
