Lowers the alcohol concentration restriction for drivers whose licenses are restored after impaired driving revocations from 0.04 to 0.00 (complete alcohol abstinence).

Applies the stricter 0.00 alcohol limit to license restorations required under G.S. 20-17.8(b)(3)a involving ignition interlock systems.

Applies the stricter 0.00 alcohol limit to first restorations of licenses revoked for driving while impaired convictions under G.S. 20-138.1 and related impaired driving offenses.

Becomes effective December 1, 2015, and applies only to offenses committed on or after that date.
